UNITED NATIONS, Feb. 9 (Xinhua) -- UN Secretary-General Ban Ki-moon on Tuesday welcomed the announcement earlier in the day by the International Civil Aviation Organization (ICAO) proposing the first binding limits on emissions from the aviation industry.
